PAIS attestations are divided into two parts, namely Long-term management and Reference interface.
In this case, your company needs to reach an agreement in the long-term management of the PAIS according to the requirements of the law. Two areas are assessed:
Information concept – contains the current state and characteristics of PAIS, PAIS financing, security and requirements for these areas, a set of basic rules for PAIS administration.
Operational documentation – includes guidelines, safety documentation related to safety policy, system and user manual, which contain a description of functions and instructions for their use. However, the subject of attestation is only safety documentation.
The reference interface is a set of legal, technical, organizational and other measures that create a unified integration environment of public administration information systems. This means that any PAIS that communicates with another information system must comply with these measures. And the attestation will check if this is really the case.
The PAIS is regulated by Act No. 365/2000 Coll., On Public Administration Information Systems and on the Amendment of Certain Other Acts. It defines how PAIS administrators are to provide public outputs for the needs of the public. There are two implementing regulations to this law. The first of them is Decree No. 529/2006 Coll., which sets out the requirements for the structure and content of the information concept and operational documentation and the requirements for PAIS safety and quality management. Another is Decree No. 530/2006 Coll. on the procedures of attestation centres in assessing the long-term management of public administration information systems.

What is and what is not PAIS?
According to Act No. 365/2000 Coll. "public administration information system" means a functional unit or its part ensuring purposeful and systematic activity for the purposes of public administration. Each PAIS shall include data which are arranged in such a way that they can be processed and made available, operational data and tools enabling the performance of information activities. "
Who is and who is not a PAIS administrator?
The PAIS administrator is the entity that determines the purpose and means of storing information and how to handle it. Unless otherwise provided by law, the PAIS administrator is a public administration body, which thus bears full responsibility for the given PAIS. In practice, it is sometimes difficult to identify when a public authority is the administrator of an PAIS and when it is only a user, that is, it uses, for example, a client of a given application or an interface to access that application. In case of any ambiguity, it is possible to consult the whole matter with the representatives of the PAIS conception and coordination department at the Ministry of the Interior.
